701.01 WILD ANIMALS PROHIBITED; EXCEPTION.
The art, trade or business of keeping lions, tigers, leopards, bears, wildcats, wolves, foxes or any other similar vicious wild animals within the City is hereby declared to be noxious and offensive to the inhabitants of the City and dangerous to the health of the inhabitants of the City, and is hereby prohibited.
However, nothing contained in this section shall prohibit any circus or animal show from performing in the City, provided the m@imals are not within the City for a period greater than seven consecutive days. (Ord. 2289 §i. Approved 1-10-51.)
701.02 POLICE BUREAU DOGS.
(a) No person shall intentionally, willfully or maliciously torment, tease, kick, beat, strike, injure, disable or kill any dog owned and/or used by the City Bureau of Police or any other police department assisting the City Bureau of Police.
No person shall intentionally, willfully or maliciously interfere with any such dog used by such police departments or any member thereof in the performance of any of the functions or duties of such department or of such member thereof.
(b) No person shall intentionally, willfully or maliciously attempt to perform or commit the acts prohibited in subsection (a) hereof. (Ord. 5001 §i, 2. Approved 12-14-79.)
701.03 GENERAL OFFENSES CODE 2B
701.03 DOG DEFECATION.
(a) No dog owner and/or person having possession, custody or control of a dog shall allow such dog to defecate upon any gutter, street, driveway, alley, curb or sidewalk in the City, or upon floors or stairways of any building or place frequented by the public or used in common by the tenants, or upon the outside walls, walkways, driveways, alleys, curbs or stairways of any building abutting on the public street or park or upon the grounds of any public park, public area or upon private property other than the property of the owner.
(b) Any dog owner or a person having possession, custody or control of a dog which defecates in any area other than the private property of the owner of such dog as prohibited in subsection (a) hereof shall be required to immediately remove the feces from such surfaces and either:
(I) Carry same away for deposit in a toilet; or
(2) Place same in a nonleaking container for deposit in a trash or litter
(c) Exception. The provisions of this section shall not apply to a guide dog accompanying any blind persons or to a dog used to assist any other physically handicapped person, or to animals used in any police or fire activities of the City.
(d) No dog owner shall allow dog defecation to accumulate on his property to the point
it becomes a health hazard and/or public nuisance.

701.04 DOGS PROHIBITED OR LEASHED IN PARKS.
(a) No dog owner and/or person having possession, custody or control of a dog shall permit or allow such dog in any public park or playground, operated or maintained by the City, during any period the park is posted for any event or function sponsored, in whole or in part, by the Department of Recreation or any event for which the sponsoring entity is required to register the function or event with the Department.
(b) The Department shall determine whether the function or event requires the prohibition of dogs from the park or a portion thereof, and shall cause the park to be posted in such places as to reasonably notify the public of the prohibition of dogs from the parks or a portion thereof.
(c) Any person exercising a dog or other pet in any public park or playground owned, operated or maintained by the City, shall maintain control of the animal by leash at all times.
(d) Exception. The provisions of this section shall not apply to a guide dog accom panying any blind person or to a dog used to assist any other physically handicapped person or to animals used in any police or fire activities of the City. (Ord. 5537 §1. Approved 10-3-91.)

(a) Whoever violates any provision of this article shall be fined not less than
one hundred dollars ($100.00) nor more than six hundred dollars ($600.00), or imprisoned not more than ninety days, or both.
(b) Any person violating any provision of Section 701.02(a), shall, upon conviction thereof, be subject to pay the cost of replacement and the cost of training of any such dog as shall be killed or disabled or to pay the costs of treatment and care of any such dog if same be injured, plus a fine as stated above.
